Are you the buyer or the seller?
New and occasional sellers have their customer payments put on Hold for up to 30 days.
The seller can use the "pending " funds to buy a shipping label, in fact that's a pretty good way to know that the money is there and On Hold and has cleared the banking system.
Until you've been selling for 90 days and sold 25 items your payments will be held until tracking shows delivered, or in 21 days if there's no tracking. They can hold the payment for the full 21 days if you're selling in a high risk category.
Are you the buyer?
The same holds true.
Is the seller new or do they only sell occasionally?
If they can buy that shipping label, your payment is good and they should ship.
