why is it that french postofice want the lady that i return  an item want her to pay 22euros to have it back

Did you use a supplied Return Shipping Label?

Or did you just mark it Return to Sender?

Some postal systems will charge the original sender for RTS packages because they did their job (delivery) twice.

And did you mark the package as Returned Merchandise?

If not your seller may be being charged duty and sales tax/VAT for the import.
