It's a generic offer details link.

The eligible dates for the offer are tied to your account.

If it says expired you've had this offer sometime in the past, and the dates currently set for your account are old expired dates.  Not the most useful of error messages.

I got the email on one of my other accounts and it says expired.

How do we fix the dates or is it all useless Ebay junk offers we can't use?

What date range does your email message give?

Did you attempt to activate using the activation link in the email?

Here are the dates and I tried to activate from the email.

When is it?
This Promotion starts on Monday, April 3, 2017, at 00:00:01 EST (12:00AM plus one second), and will end on Sunday, April 9, 2017, at 23:59:59 EST (11:59PM plus 59 seconds) (the “Promotion Period”), for listings on

I just tried again and got this again

Unfortunately, you can no longer sign up for this promotional offer because it has expired.

I just went into my other Ebay ID and opened the message there and it accepted the activation.

It appears regular email gives the error message but if you go to Ebay messages in the ID of the special, it allows activation.

Maybe if anyone else has the same issue, try activating it from the actual my Ebay messages and see if it works.
