I have a expensive package going to France on Monday. I will ship it using Tracked Packet-International.
I'm wondering if there will be any problems shipping to France right now?

Mail deliveries are considered an essential service so will continue during the lockdown.
However La Poste has reduced deliveries to three days a week.
Not all post offices are open. Many, especially the smaller ones, are closed during the lockdown.

I got a sale from France in the night before I had a chance to block France until this Corvid-19 is over. Now I don't know what to do, it won't be tracked package. If I decide not to mail, how can I go about this. I sent an email to the buyer and offered to cancel the transaction as it could take several weeks to arrive, but I have not heard back.

That's a tough one, you could just cancel using "problem with buyers address". If it was me, I would just ship it.... There may be delays in mail arriving overseas but there might be less of it right now because of the current situation.
I always use Canada Post Tracked Packet services because I sell high end photography and Canada Post hasn't excluded France yet from their ship to locations so it's business as usual for me.

Give the buyer until Monday to respond. You can't ship before then anyway.
If he demands his item, use Tracking for your own benefit. Sometimes losing money isn't the worst problem you could face.
If he doesn't respond, you could follow up -hmm - how is your French? Google Translate is not terrible in French. But put in the message from La Poste, in French, and state that is the originator.
And if he ignores you, cancel as Problem with Address and refund.

I've sent another email and translated it into French, no reply yet. I hope if I cancel with "problem with the address" I can't get neg. feedback.

Unfortunately, cancellations, which are generally for situations where both parties agree the transaction is not going to happen and are amicable, do allow for feedback.
Fortunately, Feedback is not used by eBay to assess selling accounts. Using "problem with address" or "buyer request" do not attract Defects, which are the real problem for sellers.
FB is used by some buyers to assess potential purchases. However, it seems most are perfectly happy buying from sellers with 95% FB rates when more sophisticated buyers would never touch a seller with less than 99% FB.

Just ship it!
No doubt it will take longer than usual but I'm pretty sure that anybody buying these days is aware of the situation.
Canada Post is still accepting mail for France and very few postal services have come to a full stop. The countries that have are mostly the small and obscure.
The biggest problem at the moment is the drastic reduction in flights from Canada to Europe.

Canada Post Tracked Packet-International shipped Mar.30/20 and successfully delivered April.9/20. Not bad at all considering the current situation....
