You are a new seller listing in a high fraud category (as a newbie you will be a scammer target).
(1) Have you properly cancelled the sale and gotten your eBay selling fees refunded?
Go to your My eBay and check the Account info summary.
(2) Making multiple accounts to get around account restrictions is against eBay policy

I feel your pain. This happened to me too as a new seller -- a buyer bought almost half my monthly limit and then fled the scene leaving me restricted to my monthly limits but with no money to show for it -- and it was a major butt-pain but unfortunately there is no way around it.
List it as soon as the new month begins. The limits are there to protect you and there is no provision for Cancelled Orders, unless something has changed. Actually.... maybe call ebay Customer Service to see if that has changed.
What was once that way in 2012 may not be anymore. Perhaps they have the power to make exceptions now for cancelled sales and unpaid items. Try calling. Report back if you think of it.
