A buyer from the USA is getting a problem message and can not purchase my item. I tried to help them by changing a few shipping options on my end. I asked them to go on desktop version site to add item to cart and request an invoice, and they do not have that option.
I also do not see send a invoice or best offer option in message or anywhere on my end to send. My item https://www.ebay.ca/itm/325115598760 Any idea what is going on and how to fix it? I have never encounterd this before.

Try this, it's worked for me: go to your Seller Hub, then click on Shortcuts and then click on Block Bidders. You will then see your Buyer Exemption List and you can add your buyer there. If no problems with your shipping that should allow them to buy from you.

Did you check the dimensions and weight of your listing entries for this particular item to see if they comply with the minimum or maximum Tracked Packet USA requirements?

As a followup to @intimewithmusic suggestion, eBay's calculator will block some services from showing based on the measurements you use. You can confirm by testing what does or doesn't accually work by checking at the Canadapost website. Strangely they will work(process) when you attempt to create a label either at eBay Labels, Shippo or CP. The only way to get past this is by bumping up to make sure you meet those minimums. If you attempt to add a measurement that is too great(based on CP specifications) for a particular service eBay will give you an error message until you fix. The issue with too small measurements where you've bumped up 'can' cause inflated shipping estimates in some situations. You can refund buyer at your discretion. (From my experience this is mostly a US services issue)
Minimum measurements I use when offering multiple services 21 cm x 14 cm x 1 cm (0.5 is not an option for parcels)
This concern has been pointed out to eBay but they are unable to resolve in my year(s) of trying.

Was coming to say what the last two said. If you only have tracked packet as a service I bet your dimensions and/or weight exceed the limits (900 mm total with no one side > 600mm and weight under 2Kg) if you dimensions exceed that you will have to use/add expedited

I got "Shipping cost cannot be calculated. Please enter a valid postal code."
Since the zipcode I entered (90210) is valid, I suspect the problem is that you don't have a price for shipping attached.
You will need Calculated Shipping for that.
Which seems to have been chosen, but have you entered the dimensions and weight?
Or you can use a Flat Rate based on this chart.

Reminder for small items or enterring incorrect diminsions to also check compliance with the MINIMUM Tr Pkt USA size of 14cm x 9 cm x 1 cm. This isn't thought of much and it caused me this issue.
As well, with the new eBay free supplies coupon just out, some folks may be tempted to use it to buy 4"x4"x 4" boxes at $36.74. These boxes are too short to be used for Tracked Packet.

I just looked at your Star Wars listings and it's still messed up........
From your screenshot, why do you have the US twice? Why does the second one not specify a shipping service?
FYI - I see several other listings that seem to have the same problem.........

There may be more but I only looked at 120 of your listings (using Sort-price low to high)
To find them, change your ship to location to the USA and skim the list, the ones that have a problem will show "calculate" or "shipping not specified" instead of an amount.

I don't understand why changing to 38 from 40 would have made a difference. The measurements weren't over any maximum.

So, if the dimensions are over a certian amount then Expedited has to be selected? What if other countries than USA are selected for shipping locations. What type of shipping do you select then?
It seems if International Non-USA is selected it seems USA buyers do not see shipping cost, and the other way around with other countries, when Tracked USA is selected .
Also, I select will ship to Canada and the following countires, selecting only the USA, otherwise it says will ship worldwide. Is that correct?

It's straight forward if you create a business policy for Int shipping. ALL buyers will see their calculated cost and you may also get more exposure on the foreign sites.
Here's a pic of ours. We usually use Int Tracked Packet up tp 2kg. Max insurance is $100 so we use a 3rd party or Xpresspost for values in excess of $100. The dimesions for Tr Pkt Int are same as for USA.
There's small packet and parcel services available as well but no tracking. Our stuff always goes with Trk and insurance. If it's over 2 kg we use CP Xpresspost only overseas. The only service to some countries is Xpresspost. Example: Unless they changed it recently, Canada Post has no Tracked Packet to Mexico. They do have Xpresspost which is very costly but you can include the country in your "sell to" list.

If you can't use tracked packet you might not want to ship overseas as the next option would be xpresspost and that isn't available in all countries.
Each category is only for the countries that you are shipping to using that service. So when you are specifying Tracked Packet international you don't need to check off United States as that service is not for the US. .

Is that correct?You are referring to the very last section on your screenshot..right? You don't need to fill that out at all. It is for countries that you will ship to but don't want to specify a shipping cost for. It isn't generally used now as it is better to specify the shipping costs. So in the first section and the last section that you are showing, you don't need to check off the United States. And no, it wouldn't show that you ship worldwide.
