There's no way to hold them accountable if they are following eBay's bid retraction policy.
That's the problem with auctions - people can bid, reconsider their decision, and reverse it. Maybe it's because of buyer's remorse. Maybe they found a different item somewhere else or they simply just changed their mind. I'm not sure that they ruin anything, it's really just disappointing to you as a seller.
Have you considered moving to buy it now listings? I see your listings are relatively low value so that might be an option, unless your items tend to bid up a lot.

There are more Unpaid Items with auctions than with Fixed Price listings, although FB makes up over 85% of listings.
The solution is to abandon the dying Auction format and move to Fixed Price listings which attract more buyers.
You can even add Immediate Payment Required at no extra charge.
With over 20 years experience, you likely have a grasp on the market for your collectible toys.
If you love Auctions, you can add Best Offer to any Fixed Price listings and set the parameters for automatic acceptance or refusal of Offers.
