I plan to open a Basic Store for my media account in the next couple of days for $24.95 a month. Once I get finished listing all the items I have on hand, I'll have a minimum of 300 items for sale (the last few months, I've had 200). I want to list as few as possible on .ca because I prefer to sell in USD. If I use my 50 free on .ca and 50 on .com, I'll still have at least 200 paid listings on .com @ 30 cents. So having a store makes sense now.
I've read through all the Help menu items related to stores, but would someone kindly confirm the following, because I've read some conflicting information.
If I open a store on .ca, I can list 250 fixed price free in CAD and 250 on .com in USD?
Am I subject to selling limits for the first while?
I saw a paragraph stating "selling limits apply if you open an eBay store" which threw me for a second because it did not make clear whether it was for a new seller or an existing seller opening a store. It doesn't make sense that a long-time seller would be subject to selling limits simply for opening a store.

Another issue revealed itself while I was searching for my selling limits, I found that on my Media Account, my "seller performance status is at risk in the US", presumably because I have not met the minimum number of sales required for the previous 12 months (# of defects, returns, etc., were under the maximum allowed). This didn't surprise me really because I was not very active on eBay the past seven months while I was settling a family estate. However, I did not lose my Bronze Powerseller Badge on .ca.
And, on this account (Health and Beauty), I am at risk of losing my Top Seller Status because I did not meet the sales requirements for the past month.
I'm just wondering if once a Top Seller status is lost, do you have to wait for another 12-month period to be evaluated or can you get it back in a month or two by having the required number of sales and dollars?

I *think* you are eligible to meet it again with every monthly evaluation.
However, this is a question I would encourage you to pose to R at Weekly Chat since he said that protecting Top-Seller performance in light of a postal-strike situation is one of those situations that would be evaluated by ebay as it arose.
If you lost Top Rated due to the slowdown in sales caused by the postal situation, tell him.

Actually, it was because I didn't have time to create new listings or, generally, just stay on top of my re-lists and BIN prices, although the fear of a postal slowdown may have played some part as well.

yes once you reach the items sold number and the dollars sold targets, you get the discounts on your next month's evaluation..you don't have to wait a year..

Actually, I talked to Customer Service a few days ago about this very subject and CS transferred me to an account specialist in reference to seller limits. I was told that if you cannot see your limits under Selling Manager Pro (I have a Premium Store Subscription) then there are "no" limits.
As long as you meet the "Top Rated Seller" requirements......
