Can Someone Explain Why All Transactions Are Not Counted To Be A Top Rated Seller? I don't understand what Global or US means. I have sold 10 items so far in June (way below average), but on my Seller's Dashboard it only counts 2. I am in danger of falling below the 100 transaction standard to keep my Top Rated Seller. I know they made some stupid changes last year in this regard. But shouldn't every transaction count? Who cares what country it was sold to? Can someone clarify what the point of this is?

For us here in Canada the relevant stats to watch are for the Global Region. Global sales EXCLUDE any sales that ship to USA, United Kingdom, Ireland, Germany, Austria and Switzerland.
So, that leaves sales to Canada and any country not included in the list above. A seller needs at least 100 transactions and $1,000 (not positive but i think that's 1,000 USD) in sales over the last 12 months to qualify for Global TRS
By removing all of those major economies from the Global Region eBay essentially implemented a pretty decent fee hike due to so many smaller sellers no longer qualifying for the TRS discount. Lately, they've sort of restored the discount by offering a lot of 20 -25 % off fees promotions but those are hit and miss. Some I've done real well with and others were almost useless to me.
So far I've been fortunate and have been able to maintain TRS fairly comfortably. Lost the U.S. one pretty quickly though and will never get that one back.
I'm guessing if you have 10 total transactions but only 2 are showing up in your Global stats the other 8 were sales to USA, U.K., Ireland, Germany, Austria and Switzerland , those sales don't contribute to the Global region. They really should rethink the name since Global no longer means Global as far as ebay is concerned.

Thanks for your reply. I think it is very mean of eBay to exclude certain countries from your sales. A lot of my sales come from the US. To my way of thinking any sale no matter where it is from should count as a valid transaction. It looks like it is another way for them to shaft the seller & make you lose your TRS. Then they don't have to pay us the 10%. Bad enough they cut it down from 20%.

Can anyone think of one benefit to sellers with all the changes that have been made by eBay lately? I can't think of one. All the changes have only benefited eBay. Pretty soon all the small sellers who were the backbone of eBay from the beginning will be phased out. It is very disheartening.

Totally agree with you. No benefits for sellers. Instead they keep us jumping through more & more hoops. Very discouraging.
