Delivery Exception, Animal Interference

I noticed one package was taking a bit longer than usual to be delivered so i checked the tracking and saw "delivery exception, animal intereference" as the last update several days ago. I'm wondering if it ends up not being delivered am i covered if the buyer opens an INR?

Having worked in the federal government, I speak fluent bureaucrat.

Animal interference sounds like an angry dog or the like.

 

The buyer is required to have a secure place for the carrier to leave the shipment. Otherwised it is considered Undeliverable.

And eBay does not require any refunds on Undeliverable shipments.

The carrier may have left a Notice about when and where the recipient could pick up the shipment.

are you referencing this situation as a buyer or seller?

Either way, Postal carriers are under NO obligation to deliver to any residence if an animal threatens their safety. That interference is on the owner and/or the resident of that property. If delivery is attempted and the cause of the non-delivery is for a safety reason, another attempt is usually made but should a non-delivery be the end result, I highly doubt in such cases that the buyer is covered by INR. THAT is MY opinion, Not FACT.

You might want to contact the buyer and let them know. If the carrier could not deliver for this reason they may not have been able to leave a notice either.
