Extra charges on packages, when does it occur?

I wonder when the extra charge on a package with a wrong weight occurs during the shipping process? Would it be the time when I drop it off at the post office since they place it on a scale and scan the label on a package? Or Sorting facility (and US customs if the parcel is heading to the states)? Or the last  post office where the postal workers pick up to deliver?

I noticed 20 grams added on the package's weight when I applied a shipping label with a transparent pouch from canada post. Normally I wouldn't concern about it, but this time it passed the threshold of the price increase. However, I dropped it off at the office since I couldn't delay any longer, and they accepted the parcel without any extra charge, or even mentioned anything. They just printed out the receipt for me as usual. Will there be extra charges made from further places?

It's my understanding that it is caught at the sorting center as packages are checked by machines while being sorted.  But you would not know about it until later.  I always assume that the label and pouch add 10 gr to the package and that has always worked for me.

Depending on the services it is often the wrong measurements that add to the price rather than the weight.

When packaging an item for shipping account for the label, envelope, tape, etc and any additional "weight" that may result from the completed packing of the item so that even if you over-estimate, there will be no cause for concern. I have never had any "extra" charges applied to any of my shipping because of my many years of experience wherein I always add into account the additional weights of tape, labels, etc,etc....

The postal system isn't usually a problem, especially if you are at the counter for mailing. The clerk will either charge you at that point, or the system basically assumes it was corrected.

The problem is usually with couriers (and by couriers I mean FedEx) who will add charges at the receiver's doorstep or even after delivery.

If your customer won't pay, and why would they weeks after getting their purchase?, FE comes after you.

I am old and hold grudges.
