Serious questions.
I gather that light packet and small packet now require the HS forms and print out to taken to the post office, scanned, and where they give you another form to attach to the envelope for detailed information as to what is inside.
Is anyone concerned about telling the world what is in the envelope?
Where do tou put the white CN22 as well as the print out from the Post Office which is also large on say a 000 bubble mailer
I called the PO and they could care less, put it wherever you can was the answer I got.
They have no instructions or info to help so am posing here.
Any help would be appreciated

It does not make it a postal requirement except for those wishing to buy their postage through PayPal.

Yes, I expect it was just easier for the Paypal/P-B programmers to include the HS codes in their new form, rather than having to change it later if and when CP made HS codes mandatory on Lt/Sm Packet.
For those who are using Paypal for Lt/Sm Packet services, note that there is now a sender's signature required at the bottom of the form (for Customs purposes). I don't know how critical it would be to omit it, but I don't want to test that either.
BTW, if you use Labelopes for these labels, cut the Labelopes in half to fit the new, smaller label size and you can fit them nicely onto even 00 size bubble envelopes. When taping the Labelope to your parcel, run tape across the cut edge to seal it.
Also, as I'm sure many of you know, the new Lt/Sm Packet labels now show the actual postage paid -- just a head's-up for those who hadn't noticed.

When I read that you were told by your local CP management that HS code was required, it contradicted the information I received in writing from my local post office. I went back and asked why a manager would say HS code is required in one post office while another would say it is not.
I was referred to the official Canada Post announcement:
It is quite possible that your local Canada Post staff and management did not fully understand the requirements which do not apply to tracked packet, light packet and small packet services - at this time.
And yes, as stated earlier, Pitney Bowes does ask for the information when sellers purchase "PayPal postage". I guess they are planning for the future.
