I'm not a pro at this since I only recently found out you could do this...
In "shipping references" there's rules you can set up where a type of item is free for additional items, and then you set up business policies and add that flat shipping rule to the profile. Once you've set it up, come back here and someone will add your items to their cart to see if it works (or you can test with a second account, just don't commit to buy the items).
