I sold an item internationally - which I normally don't do but the buyer was most interested - and after the purchase and 3+ weeks, he said no... (quote) "I CAN'T PAY IT." No reason. I just closed the Unpaid Case against him. Sporadic emails from him, 2 Invoices, and days of being patient. The item was packed and ready to be out the door. Being a newbie here, does this warrant a negative feedback response? Any others w/ this same frustration?

Sellers cannot leave Negative Feedback responses to buyers.
You cannot even leave Positive Feedback with a Negative response.
Put the buyer on your BBL and move on.

Never package an item until you get paid. I learned the same way you did. It is very dissapointing.

Have you filed an Unpaid Item Claim? You would get your fees returned and the buyer would get a strike.
If you have your buyer management settings set up corretly you should be blocking "buyers with2 non-payment str\ikes in 12 months". That might actually help you to avoid non-payers, handing out negs does NOTHING, by the time you know a buyer has some negs they are already a buyer so what are you going to do.
One other thing, you mention International, why?, what difference would it make if it was a domestic buyer?

I think the seller was just venting their frustrations.

Perhaps it doesn't matter if it's an international buyer or not, but the lack of communication in this case was brutal and felt almost intentional. After a bit of checking, I was not the only seller to this particular buyer that had the same issues. I now have another international buyer and after no response to my communication after 3 days, I'm sensing the same thing.
