International Shipping Getting Turned Off In Template

I'm creating a template and I turn on international shipping but after I save it international shipping is turned off, no error message

Are you shipping from Canada on eBay.ca?  Your  store via "View Listings"  is concealed on this forum. If you are on dot com maybe try that forum as their template have different parameters.
