It's not available to ebay sellers online. It's got to be purchased at a postal counter directly.
Ebay did negotiate a greater discount on Small Packets that brings it down to Light Packet cost territory for many weight categories.

Thanks for the help. I'm just not into buying shipping at the counter any longer.
Now to see if it's possible to get a Shippo estimate without anything to ship so I can decide if can accept a BO.

I have to stand in line to get my acceptance scans and also to buy domestic oversize postage so it won't be a major adjustment for me. I'll start doing the online Customs forms ahead of time if it seems like that helps. It seems to make the postal clerks all happy at least.

I know I'm getting boring about this, but
Use postage stamps.
Write LIGHT PACKET on the package.
Toss in mailbox.
If you buy postage stamps on eBay you can get better discounts than any of the shipping label sellers.

Yes, that would work. Where/how do I get the correct postage amount for light packet?
Also, if I'm going to use stamps wouldn't it make more sense to use the rate for oversized package?
How would "they" know which service I'm paying for?
In this case I'd be a little worried because it's for a pocket watch (of very low value) and I don't think that would work for oversized package, or would it?

I believe a pocket watch would have to ship as small Pkt. If going outside of Canada.

If it's thicker than 2cm you can't use Light Packet, you need to use Small Packet.

101-200g .. 5.15 O/S lettermail
000-200g .. 6.84 Light Packet
201-300g .. 8.60 Light Packet
001-250g .. 8.61 Small Packet (no discount)
Small Packet beats Oversize lettermail and Light Packet above 300g
...
International (using stamps):
051-100g .. 5.90 .. O/S lettermail
251-300g .. 13.46 .. Light Packet
Small Packet (with online discounts) beats Oversize lettermail and Light Packet for all other weight ranges.
