Hello. I am seeking clarification on my listing limits. Currently I have a limit of 400 items with 47 active listings. My listings are 7 day auction style . Whenever I go to list an item eBay wants to charge me a listing fee. The essence of the question is this. If I list 100 items on a 7 day Auction cycle and none of them sell, in four weeks I will have reached my 400 items with have only listed 100 different items. With this conclusion the 400 limit is somewhat misleading. Please explain what I am failing to understand.

There are different types of limits given to sellers and it can be confusing. Quite often the terminology used is the same or similar but means something different.
All sellers have a 'selling amount' which is dollar amount and a number of listings that they are allowed to list/sell each month. Your current limit is 400 items and $x and should go up over time. If you reach that limit in a month, they will either raise the limit or stop from you listing anything new in that month. More info HERE
Unrelated to selling limits, there also a limit on the amount of listings that you can list or relist each month without having to pay an insertion fee. Those are called zero insertion fee listings. That number is based only on whether or not you have a store and what type of store you have. Since you don't have a store, you can have up to 250 listings per month and that includes new listings or relisted items. There should be a running total of that on your sellers hub page in the Promotional Offers section. When you go over the 250 new or relisted listings per month, you are charged a listing fee. I don't run auctions so am not familiar with how that works now but in some cases you may be able to relist an auction without using up a 'free' listing. Someone else should be able to say if that option is still available.
There are options that you do pay for even if you have free listings left in that month. For example, if you list one item in 2 categories you will be charged a Fee for the 2nd category. You are also charged for other listings options that you may use. But in your case, I think that you are simply going over the 250 listing limit and that's why you are being charged.

"free listings" - The number of listings included in your Store Subscription (depends on Store level).
"listing imits" - The number and value of listings you can make per month, includes items sold and current active listings.

If you have a Basic, Premium, Anchor, or Enterprise Store, you can only use your zero insertion fee auction-style listings allocation in the following categories:
Although Auctions are included in Stores, originally Stores were meant for long running or slow moving listings.
BTW- with only 47 listings you are probably wasting money having a Store at all, although today might be an outlier for the number of your listings.
Auctions may also not be the most suitable format for stamp listings which tend to be long tail, particularly topicals.
Using Fixed Price listings would solve the problem and give you 30 days of visibility instead of hoping an Owl or Nuiafo'uo collector happens to be looking when you have an active listing.
Only about 15% of transactions these days are auction, and most of those include the option of Buy It Now or Best Offer.

I haven't used auction in ages mainly because of the various qualifiers. There can be additional fees as per what the other suggested + fees based on your starting price or if you have a reserve. When you get to end of the listing you can click on the icon(PC...not sure if thats available with App) by the fee amount and it will display a breakdown of the associated fees. Then you can revise accordingly. I believe another factor can be length of time for the auction.
