eBay has been advised that there has been a stop on labels being charged through. Hopefully there will be some action soon. In the meantime, if you go to your payout settings there is an option that "should" work for locking your payments from being released. There has been a pattern lately where even having that in the off position payouts are still being forced on the first tuesday of each month. That "can" conflict with the 1st of the month. Right now it's all we have at the moment. It's from the tab Payout Schedule --- Manage.

I had a random label from June 2 get charged on July 11th (not sure why there was a 5 week delay on that one). But nothing since June 26 labels has been charged.
Wish i could switch my labels to being charged on my Credit Card vs from Funds, the points would be nice lol

I think from a Canadian perspective its driven more by eBay being in charge of MP vs the reverse. There still is no sign of Canadian users being able to use funds for making ebay purchases. That's been in the USA for awhile now along with the other payment methods they accept.

I would love if they switched to a model where I could have my input costs invoiced to me monthly rather than taken directly out of managed payments.
When you spend a few thousand dollars a month on labels let alone labels and fees, the cashback can be fairly substantial on a credit card. Not to mention, it's a 30-60 day interest free loan vs having it taken right away out of managed payments.
I get that the complaint is more about people being caught off guard and not realizing they weren't charged, then being hit with a massive bill when they've already spent the money.

That's nothing, I've had labels charged 4-5 months after the fact. Just had a batch of $400 in labels last week charged from 2 months ago. They may not take it right away but trust me, they will always bill you at some point.
