Buyer made an offer and when received invoice decides not to buy! when it's a BIN i cancel order but in this case i realy dont want to, advice ?

Opinions will vary on this, but because the buyer has started the buying process, you can message to discuss. Buyers have many reasons for choosing not to pay or cancel orders. Usually you are better off to cancel and save the potential for frustration down the road. If you cancel before payment FVF's are refunded. If the customer pays (with PayPal), those fees will not be refunded.

I agree with messaging the buyer, but if he ignores the Message or if he tells you to cancel, he doesn't want it anymore, you have two choices.
One is to cancel, At Buyer's Request, which gives you no Defect and allows both to leave feedback. Cancellation is immediate and allows you to relist immediately.
Also add him to your Blocked Bidder List as a timewaster.
Your other choice is an Unpaid Item Dispute. This takes longer. You cannot open it for 96 hours after the purchase and you have to allow him another 96 hours to pay up. If he does not, you can finally relist. However, he cannot leave feedback and this may be a consideration. He gets a Strike which makes it harder for him to buy anywhere on eBay in future.
In both cases you get your FVF back.

If you don't cancel and he pays it might become an item not as described case once he gets it. I'd cancel and block.
