hello everyone , i had an issue with my payouts , all of them giving me payout failed , i did check with ebay and as they said everything seems normal so they reffer me to my bank .... i did call my bank and same answer everything seems normal because ebay collect your bank information Automatically when you want to enroll a checking account and you login to the online banking so no information entered manyally for errors ..... now both side says everything good and my payouts giving me failed ... one thing my bank mentionad that if ebay usa who is paying you so you have to fill eform 1700 and provide it to ebay !!!! did anyone do that ? and if i fill that form where i upload it ?? to who i must give it ?? no one from ebay mentionad to me and i mentionad i am in canada !!!! any help please with that ?

Make sure that how your name is spelled on your eBay account is the same as how your name is spelled for your payout bank account...
Your name is the link between eBay and your bank account.
Then do a search for Managed Payment on eBay and do a lot of reading, and learn more.

I feel your pain! For the past two days I've been doing some research on problems other people are having - but OFF ebay (you'll only find stuff on eBay's help pages about how it's supposed to work).
One area that seems to be a common problem is the bank (Tangerine specifically causing problems, and as cumos55 mentioned, your name). People online have been complaining about using managed payments for months, only to have it start failing later on because ebay took their bank off the "verified" list, and a verification happens each time. And there's likely a customer service rep would have no idea about such a change.
Another area of payout failure can have to do with you specifically as a seller that would prevent successful verification (the $ amount, "secret seller tier reached", flagged - I've read about some weird ones). And you may need to speak with several different people before you can reach a payments specialist (if you can at all... one user online reported a callback wait of 15 days! OMG!).
There needs to be a written document that states the EXACT parameters for payout success, and ebay needs to be consistent with it.

Yes and in addition to that: Even your bank can use different variations of your name. For example my bank is Scotia. On my statements they leave out my middle initial. On forms generated for void cheques etc they insert my middle initial. None of that should matter if 1. Ebay successfully made the 1 cent deposit INTO your account. 2. Ebay successfully withdrew store subscription fees FROM your account. I don't see a bank issue if payouts fail after Ebay other transactions succeeded.
When I spoke to the Ebay M|P rep she said that "they" meaning the team saw what it was and fixed it. I asked her for a file number just in case. She seemed very confident my payouts would work but gave me the number anyway.
Does anyone know how to merge the three active threads on this same topic? Seems like it would be easier if new threads like this one didn't keep popping up?? (search "Payout declined. Waiting for retry." Thanks.

Okay - I must have hit some payout threshold and my payout is frozen pending account verification. The problem is there is no way of verifying. I go the freeze but help says I did not get the link to input information. Tech is going to fix. Not much point selling if you don't know when you may be able to get funds from the wonderful new payments program.

Hi @reallynicestamps - I don't have a lot of direct, helpful insight to provide outside of what @intimewithmusic and @cumos55 have already given.
When it comes to verification/reverification this is something that has be be addressed and resolved with customer support. I can't even see the error or flags being thrown due to security.
For what it's worth, requesting a callback via the Seller Hub Payments tab should get you directly in line for a payments trained teammate (rather than getting bounced around).
