Promo Fee Exchange Rate Difference vs Final Value Fee

Having no sales in nearly two weeks I broke down and added a minimum PL to listings. This is our first time using a PL so they are entierly new.

 

Within minutes an item sold (completely co-incidental as this person has been trying to buy this item off us for over a year and they apparently chose post+2% sale fee to finally agreed to pay our minimum price).

 

We're registered at eBay Canada, it was listed at eBay US, as our sales are overwhelmingingly state side.

 

The Selling Fees show an exchange rate of 1.35215 and the promo fee shows an exchange rate of ~1.48. This yields a 0.29 cent fee increase.


Why is the exchange rate different on the listing fee and promo fee by a whopping 0.12785!?

I'm wondering if there might be a clue in the notation "Exchange rate calculated using the exchange rate at the time of sale."  Perhaps the listing fees were calculated at a different time at a different exchange rate?  What sort of information do you get when you click on "See exchange rate details"?

 

Also, did you factor in GST/HST into your calculations?  I don't see a note on the promo fee screenshot that it was charged.

The fees are generated at time of sale as well and the sale was paid for instantly.
GST/HST is calculated before conversion, the total is then converted and the final converted amount is shared.

 

See exchange rate details just leads to a page where it talks about exchange rates but I don't see any evidence on that page to indicate why, or even how, the rate would be calculated differently.
