I sold an item to a buyer in South America on August 8 on eBay.com and the estimated delivery time was August 27 to September 9. I purchased a Canada Post small packet label through eBay. Tracking was not a reasonable of option due to cost and I have no issue with the odd INR claim in order to save on shipping costs.
But I thought INR had to be filed within 30 days of the lat estimated delivery date.
The buyer opened an INR on December 5.
Do have any real options other than to refund now? This was one of those cases where I had my doubts even before it was shipped due to questions from the buyer.
P.S. This is my buying account not the account where I sold the item.

even at the best of times that is with tracking you won't get satifaction from ebay as many have said here before , its best to have cookie jar system in place to cover these type of mishaps weather they be mail problems canada post is no better as they still have outstanding issues of payment with me for 18 months now . or just out right fraud which happens quite a bit with over seas packages just lump it and take it in and pay the person the refund and move on stop thinking about it and also if you get that spider man tingle thing in your stomach don't send it and claim deleivery problems to the customer if they are honest they reach out again and clearifly their addrees etc etc e ans then you know they are really trying to get the item most fruaders will just go on the the next person as they usally have five or six on the go at once and don't have time for one mishap

If I recall correctly, ebay extended the estimated delivery & claim windows when CUPW walked out Sept. 25, 2025. The 30-day window for your sale would have been Oct. 9 and may have been extended, though I'm a bit surprised it was to Dec. 5.
In '24 I had mailed 3 orders -- two to Quebec, one to Nunavut -- a few days before the CUPW strike. All were delivered well beyond the estimated delivery dates but the customers were understanding and still left positive feedback despite the delays.

My understanding is that buyers can still
file INR claims after the 30-day window but eBay won’t step in and get involved. It’s completely up to the seller whether they wish to issue a refund at that point.
On a completely different note, how do you purchase your postage? Small Packet International Tracked usually isn’t that much more expensive than Untracked if you have a Canada Post Solutions for Small Business card or use eBay Labels.

Mostly I use actual postage stamps as I sell stamps and have a lot of discounted postage. This requires me to go to the post office and use my venture card but I could not go that time because of a family matter. So I printed a Canada Post one on eBay.
Many countries for which Canada post offers small packet air do not have a tracked packet option as was the case here. For other countiies there is a fair difference in price. Here is a real example from a few days ago for a 30 gram or less package to Poland..
Letter mail $3.65 but I really get it for less that $2.00 with discounted stamps
eBay small packet air 13.60
eBay tracked packet 22.97
For a $15 item....guess which I use.

Yes, I lost a buyer from Chile because of this. CP tracked option to that country was over $135 dollars. Untracked, it would'vebeen about $22.
