Is there anyone who knows why some sellers ....(say selling handbags) will charge a normal price for a normal average nice handbag weighing 1 lb. and then have a name brand bag weighing 1 lb ( or less) and the price doubles... I don’t believe its being sent any differently.... what’s with that???

It doesn't always matter about the weight. If it is a pricier name brand item, they will probably include insurance & a tracking number. But with the normal lower item they may just send it regular mail.

If the seller is in Canada, tracking is included with any parcel rate.

The seller may be including third party insurance or upgrading the shipping to a faster service.
If the seller is in the USA, the seller may be using First Class International Parcel , Priority, or the Global Shipping Program
With the last, the buyer pays Canadian duty and sales taxes plus a $5 USD service charge, before the seller is even told to ship.
With FCIP, often the cheapest rate, Confirmation of Delivery is included, which is a strong Seller Protection, but the rate is hard to find on the USPS site.

Priority is more expensive but is the first option given to Sellers on the USPS site.
(Were you able to find the FCIP rate? You really have to know it's there.)
And some US sellers do not realize there are different rates for overseas shipping and for shipping to Canada.
You can - before buying- ask the seller if she is willing to use the FCIP rates, emphasizing that it is tracked and Delivery Confirmed. She has the right to say no. Some sellers will even Block customers who ask for cheaper shipping, because, frankly, it is often a prelude to a scam.
To find USPS FCIP rates, you choose Size and Shape-> and scroll to the very bottom of the listed services.
Canada Post puts the cheapest service first.
