Email sent by Stallion Express regarding CBP no longer allowing international shipments passing through the US also included this statement:
2Upcoming Tariff Announcement
A new CBP announcement is expected on April 2, and there is a possibility that Section 321 de minimis may be phased out. To help you stay compliant and avoid disruption, we’re implementing system changes in advance.
Starting now, we require a declared Country of Origin for all US-bound shipments. Based on the information you provide, here’s how it works:
- If you only enter the Country of Origin, you’ll see Canada Post DDU options only.
- To unlock DDP (Delivered Duty Paid) options, you must also provide these three extra fields to us: HS Code, Manufacturer’s Name, Manufacturer’s Address
Please ensure the HS Code is accurate, with a clear item description, and that your products are labeled with a Country of Origin sticker. CBP has become stricter with inspections at the border.
I was going to start a thread on this, but you beat me to it.
Not everything has a country of manufacture on it, or comes from a specific place. I've got antique tokens from Canada that are not well identified (but you can find them in the catalogue).
I've responded to Stallion to ask how to go about identifying the country of manufacture on these vintage items.
A major change could be to update my shipping location to Canada (then it won't matter if the buyers pay tariffs or not), but that would be a big change in the store, plus I sold some things in the last couple of days that haven't been shipped yet.

I just did a shipment on Stallion's portal, they haven't implemented this change yet (for the manufacturer's name and address). I wanted to see what they wanted for that, if it was actually a street address, or just a city state. I have postcards that were printed 100 years ago, I don't know the address of the printer, but the name of the printer and city/state should be printed on the cards.

I recently sold an item printed in 1540. I wonder myself, what was the manufacturer's name and address 😃

I didn't hear back from Stallion on how to resolve that problem, we still need country of manufacture (and some of the countries that manufacture what I sell do no longer exist... Ceylon, Rhodesia, East Africa, Danzig...)
I've been going by what it's called now to get around that, but I don't know what the address of the manufacturer for the postcards that come from Ceylon.

You mean your Ebay address shipping from location or Stallion/ChitChats? I display Canada at Ebay, but the ChitChats/Stallion labels always display an US address:

My items say Niagara Falls NY for location of item, so I have to ship them from NY as domestic shipments, otherwise the location in my listing is wrong. I have 11K in listings to change (and I use Sixbit, so it's not quite as fast as changing it on eBay, if I change it on eBay it will revert back the next time I revise the listings on SixBit).
I could update it to say Canada, but I'd be afraid of losing sales since people don't want to order from Canada due to tariffs, that's the first thing. Also lots of people on the dot com site screen to search USA only listings. That's why I can get $3 for a used banknote that sells from China for $1 brand new, the buyer didn't even see the China listing because they're searching USA only.

It makes sense. But if the de minimis will be removed, it may cause additional troubles, because your items will be physically shipped from Canada by Stallion/ChitChats (shown in tracking), and only pretend to be shipped from the US.
I believe I will also need to adjust to this horror .....

The de minimus might change $$ wise but it will not be eliminated. The US does not have the man-power to implement this change successfully.
I believe the Dump Administration would need to hire 22,000 customs agents to handle the plethora of packages coming in from around the world.
And we all know this administration is about cutting government jobs not increasing the workforce.

In SixBit you can Bulk Change your Location with just a few clicks, what takes a long time is revising 11,000 listings on eBay but you can run that unattended overnight (not sure how long it takes).

Very fitting on the Monty Python!!! When the concept of applying duties and tariffs was being considered they never took into consideration old unmarked stock, antiques, hand made, refurbished, products manufactured in multiple countries and companies long out of business. Maybe next step will be Country of Origin certificates on file for EVERYTHING an eBay seller sells?!?!? And all buyers having their own customs broker? I know personally not in my budget!!!
A country of origin certificate, or certificate of origin (CO), is a document that confirms where a product was manufactured, grown, or produced, and is used in international trade to determine if goods are eligible for reduced tariffs or duties
Nevermind, was thinking Nafta. Ooops!!
Then there are repaired goods and returns for...... various reason. Similar to the assembly of an auto, repairs involve many many many parts with different origins. Those parts would need to be itemized. It will be a nightmare to find/assign multiple countries of origin for these types of transactions. The current postal paperwork is totally inadequate. How long will it take to get the post office up to speed? Pretty sure it won't be by April 2nd. (It's been in place with couriers for years.)
Anyone ready to assign title of Trump Tariffs as worst April Fools joke ever??? In less than 3 months he has made international trade a nightmare without having a grasp of the actual concept!!!

It's what my post office's manager says, too. Hopefully, you are both right!

I had a computer beside my work computer running this the last time I changed 11,000 listings. If the computer goes in screen saver mode, SixBit stalls (which is why I babysat while doing my day job). I'll go offline for a few days to update it. I know it's not difficult to update all the listings, but the syncing with eBay takes a long time.

According to what I found on Google (as an AI answer to my question), stating "unknown" and "vintage" are acceptable for the country of origin, manufacture name and address. If it's antique it needs a certificate (my B&M store can issue those, but it will be lots of work, knowing them they'll give me a template to do it myself, once we find out what info is needed). The items in question that are 100 years old are dated, either in a catalogue, date that's actually on the item, postmark on the postcard, etc. It's not so ambiguous. This might be needed at some point later if having an antique makes it tariff free.
I did send a note off to Stallion Express to check that they are OK with me doing this (CBP seems to be OK with it, but they're not the only people I need to please). If I get a response to my question I'll share what I've learnt.
I'm also assuming appraisals have to be third party appraisals.

I have never had that happen with SixBit, my screen saver is set for 15 minutes so it comes on with a lot less than 11,000 being processed. I regularly do revisions on an account with about 4000 listings.
It could simply be that the number of listings you are revising in a single batch is too much, In SixBit (or it's predecessors) there has always been some glitches related to the batch size.
It's also possible you are using Windows Sleep Mode instead of Screen Saver Mode, screen saver only affects your monitor, sleep mode powers down your entire system to a level that only maintains the applications you have loaded but not enough power to actually run those applications.

You're right, the computer is sleeping when this happens. (I think screen saver and sleep are set the same, I will have to fix that to let this run for a while). I usually do at most 1000 listings, but to break it down more I've gone through folders of listings and made changes there, and then had it update the running listings. Then I can make sure I don't miss anything. It also changes anything that's not currently running (for when it gets listed again).
