I want to preface this by saying this could 100% be a skill issue on my side, so please don't hesitate to call me out on it if it is!
I've come across a possible issue regarding Tracked Packet International (Non-US). Back in August I had set up some shipping policies for European countries based on some manual checking of shipping rates on the Canada Post website. Based on previous international sales I had made I was able to determine if a Tracked Packet International (non-US) package would cost $50~ directly from Canada Post it'd end up costing around $16-18 through eBay labels, which I used as a basis for which countries in Europe I could reasonably ship to.
In September I had one sale of an item (560g, 26cm x 11cm x 11cm) to the UK and was able to get the Tracked Packet Intl label for it, and a week or so later had another sale for a second copy of the same item to Norway however I didn't have the option for Tracked Packet Intl. At the time I figured maybe it had something to do with the removal of Tracked Packet - USA so I didn't think much about it, and ended up biting the bullet and getting the Expresspost Intl label through eBay (on this one I had charged fixed shipping of $40 and it ended up being $50~). Then in November had another sale to Norway; on this one I had my policy updated that the buyer pays calculated shipping and they had paid $26~ for Tracked Packet Intl' and still didn't have the ability to buy a Tracked Packet Intl through eBay so I got one directly through my Canada Post business account for about $20 more.
I had recently done another pass on my shipping policies and noticed Tracked Packet Intl (non-US) was still able to be selected there, so it got me thinking. I went back and checked my European orders from September. Lo and behold I could actually select Tracked Packet International for the UK item when trying to re-print a label, but when I tried the same for the Norway packages I wasn't able to pick it still.
When checking Canada Post's site today to get shipping quotes it still says Tracked Packet International is available to Norway, so I can't figure out why I can't select that as an option on eBay for a label. I know on the Canada Post site it mentions Tracked Packet Intl can go to 31 countries worldwide, and when I dug into it Norway wasn't on the list of countries. But if that's the case then why was I able to get a Tracked Packet Intl label to Norway directly through Canada Post?
As I said, it's likely a skill issue on my side but it's got me scratching my head a bit. Even before EIS I didn't mind shipping stuff internationally if I can get the labels through eBay but I'd also like to minimize cases like my previous Norway sales where I'm needing to pay $10-20 extra out of pocket because a shipping service that should be available isn't. Ultimately if it means I need to take Norway, and possibly other countries, off my shippable countries list I will but I'd much rather keep them and be able to offer a cheaper shipping alternative to EIS if I can. Not opposed to EIS at all and love that it's an option, but I can't even begin to imagine how much more it'd cost buyers to use that instead of the $16 I could normally offer.

This has been discussed earlier this year, and apparently no ressolution was provided.

Maybe something that could be further investigated, as the issue happens for some countries in particular, and not others.
@isamu.kun Have you tried Chit-Chats? I've used them a couple of times for shipping to Europe, and the shipments were fully tracked and cheaper than CP (that was during their short strike stunt, earlier this year).

The issue that keeps on giving. Reported in March of this year. See post 7 as per what was going on at the time.
When I still had on system I tried testing creating a new label 3 months later and was still blocked from choosing the service even though customer specified and paid for Intl. tracked.

This is an old issue I have come up against before.. where the ebay calculator will show the rates for international tracked and then you try and print it out and it does not allow or even show it.. If I remember I've seen the issue with Norway, Mexico, Israel, Chile, and a few other spots - I've managed to get the labels done up through Shippo which you can integrate your ebay store into with similar rate discounts on the international side that ebay has.

CP states that are approx 38 + or - countries where Intl Tracked. They most likely show valid if you test using the eBay calculator, as per your listing details or when customer pays. The issues happen at the label creation stage where the option becomes missing. As for Isreal that does not seem to reliant on what CP says. More like how the USA and USPS is handling to that region at the time.
This makes it challenging to ship economically to the world when so few countries are covered with tracked services using CP.

As you've noticed - and has been reported here previously - not all of these are available on eBay Labels for some reason. We've never been given an explanation.

The posts where stuff like this is brought up (with tagging) at best just get a thumbs up. If follow up/looking into is required a response is rare to never.
For this situation it is poor customer service on eBay's part for any seller that has a shipment to 1 of the countries affected.
