I am trying to print a Trouble Printing Tracked Packet Label to Germany. All boxes are filled and customs confirmation box is ticked but the purchase label box remains inactive. Anyone else experiencing this?

Yesterday, I purchased and printed a tracked packet label (to the USA).
I didn't encounter any issue.

@sapphyres-designer-jewellery (why is there an eBay insistance to hide characters in multiple fields?)
eBay has recently blocked some "random: countries from shipping via Intl tracked. (Norway and Isreal are 2 examples) where it should be permitted according to cp and the ebay calculator tool. Not familiar with it greying out the final input. Have you confirmed your weights and measurements are in the proper format. If you don't do correctly ebay will block generating a label. It may also be too small or large for tracked for Germany. Have you tested to see if it will allow you to generate a label using a different service without completing the process? eBay uses 1 format for weights with the calculator Example: 0.50 and a different format for the ebay labels. You can either toggle between kg or grams or alternatively the number of grams or number of kg and lastly combine. 1.500 as an an example to 3 places. (Not really sure why 2 format methods would be available. Very baffling,)
In checking the ebay calculator for Germany I was seeing tracked rates for a small parcel 0.50 kg. I am seeing a new observation. Previously ebay showed the discount %. Now it just says discounted. This is the message that displays.eBay discounts applied. With the old calculator you could toggle between discounted and non discounted. You no longer can.
As a side note many ebay sellers are no longer shipping to Germany due to the new (2022) rules regarding packaging. Unsure if there should be some sort of checkbox to confirm you have met the requirements or not. Probably should be.
Doing a search brought up the following. 2nd 1 I was not aware of.
In July 2022, changes to the German Packaging Law (Verpackungsgesetz or VerpackG) came into effect. These changes impact all companies that produce, import, or use packaging materials. The law obligates companies to participate in the dual system for packaging disposal and to register in the LUCID registry
1. New regulations are in effect for shipping to Germany, with a focus on both customs and weight labeling. Effective January 1, 2025, parcels over 10 kg or 20 kg require specific weight labeling, and customs declarations must be accurate and complete. These changes impact all shipments to the EU, including Germany.
