UPS label ripoff

Never used anything other than canada post for tracking and recently i had a box to ship. Canada post expedited was around $13 and there was UPS at $11. I decided to pick UPS.  Charge got took, $18!  Dimensions were took several times and i added like 250g to package to be safe. **bleep** is this?

As a seller, I was told $198.66 before i purchased the label, UPS standard shipping internationally was $160.36 + 33 for insurance and $6.30 for signature ( which in itself is OUTRAGEOUS for a SIGNATURE! ). I was charged $214.91 instead. I asked ebay, they said talk to UPS, I asked UPS, guy said "brokerage fees and import fees" that was paid by the buyer though? I could see in tracking buyer paid any fees he was supposed to. They couldn't answer why I was charged more. it's only $16 extra, but it's the principle, were the dimensions off? I always go over everything, I put 1-2lbs more, and I put 1-2 inches more to avoid getting charged more.

The guy had no idea how to answer my question, I swear they're just making charges up. He told me to contact the buyer and tell him he needs to pay it, I'm NOT going to bother the buyer over $16 when he already paid fees + tariffs I'm sure, I just want to know why UPS is charging me $16 more than I was told, and they can't even do that. UPS is a joke. If the reason is "dimensional weight" Show that in the breakdown then, they should HAVE to show us EXACTLY WHY they're charging us more than what was agreed on when we purchased the label. Whether that's eBay's fault, or UPS, or both, TELL US why we're being charged more in the breakdown.
