Need some help & clarification for those who ship via UPS. It is not terribly convenient for me as their outlet is not real close however with everything that is happening it seems the only current option. My son who, also sells here, indicated he shipped a couple of items by UPS to the US & that he did not have to pay any tariff, just the shipping. Does UPS then collect from the buyer? I had thought tariffs needed to be paid ahead of time & there was no way to collect from buyers only sellers. Would the buyer then be able to refuse to pay any tariff & if so what happens to your parcel?
If you ship something made in the US there is no tariff so assume then you would for sure just pay shipping?
If someone who uses this service could please tell me how it works I would be appreciative. Thanks.

I don't use the service but read all the posts in the forum for the past 6 months and can answer your questions.
If you ship by UPS, you do not have to pay the tariffs in advance, UPS collects from the buyer. As far as I know, they collect and then deliver the package (FedEx I think sends an invoice after the fact, after it's been delivered). I can't answer forsure how they collect it, just that the buyer is the one who pays.
HOWEVER, if the buyer refuses the package, or doesn't pay, they will come back to you, the seller, and get you to pay.
You see UPS/FedEx fronts the tariff money to CBP to get the package into the country and the tariff is non refundable because of IEEPA. So if they front the money and the buyer doesn't pay, you're on the hook. You will possibly be on the hook for returned shipping, but even if you decide you want to abandon the item and not have it returned, you're still on the hook for tariffs because there's no refund, even if the package is not delivered.

It's unclear (at least to me) what fees, if any, may apply with UPS if the item is made in USA. For items made in other places, they're going to charge the buyer pretty hefty fees, especially if you send it out with the cheapest service. Some of their higher tiers apparently include brokerage fees (but not the actual tariffs obviously) in the cost. If the buyer refuses shipment because of the tariffs, and there's a good chance they will, UPS will bill you for them.
Just as an aside to this, Click Ship (the parcel division of Freightcom) offers very good prices on UPS labels and they offer free pickup for most areas. I personally wouldn't suggest shipping to the USA until the new eIS program comes in within the next few weeks, but the ability to get free UPS pickups for domestic orders is REALLY nice. For me, the closest drop point would be a 45 min drive if they didn't. You might find that really helpful.

Thank you. I just read this on another post tonight as well. So guess my decision not to ship to US will, stand firm now. Once eBay gets there international shipping set up for us we will at least know if a buyer is willing to pay the extra cost before we ship.

sold an item to a US buyer and UPS tried to deliver it 3X .She knew about the collection of tariffs by UPS, because I informed her. after the 3rd attempt at delivery they stopped and emailed me a bill for $27.00USD.Havent paid it yet and dont intend to. I have no idea where the item is (golf dress).
We will see if they will chase me for $27.00. I guess she was peekimg through her curtains to avoid the $27.00 tariff. She paid for the dress and shipping but not the tariff...go figure

If you bought the UPS label via eBay you WILL be paying the $27 and you won't have any choice if you want to continue selling here.
If you bought the label directly from UPS and don't pay it they will turn it over to collections who will hound you FOREVER.
