After doing some testing/previewing, unsure why but eBay's All Orders display appears to not show tracking when the tracking info is either manually entered or when a partial refund is applied(One showed delivered Oct 3 in CP). If you click on a valid tracking link it does bring you to the CP site which will confirm its status. Tested using prepaid box GD#########CA and a recent free shipments using CP that do have confirmed delivery in CP. Unsure if this was a design flaw or how eBay intended this to work.
Recently discovered a new tool (Confirmed for safety) for tracking shipments. Supposed to work with USPS, CP and 1000 plus couriers. Full list attached. It can be used stand alone, with an account or the app. May be some lag time with newly processed orders. Your results may vary.

Please note. For many, both sellers and buyers, they like to track their shipments for own personal peace of mind vs on relying on eBay's whimsical estimates which are usually best case scenarios. There are a few couriers/mailing systems that use real time tracking (similar to uber) to let you know where your driver is along the way. A buyer may have ordered a part to complete a repair. Advising their customer it will be fixed when it's fixed is not usually what a customer wants to hear from personal experience. They(the buyer) only wants their purchase ...Getting a refund and having to start the process over is not super helpful. Important to consider buyers buy for ALL kinds of reasons with ALL kinds of requirements!!!
