So I had several items identified as underperforming so I thought I would take a look. Mine is the first one and is the cheapest. It's weird. I'm not sure what their point is.

I get them all the time, I just raise my prices and thank ebay when they sell. I have items on ebay where there hasn't been a sale in ....almost forever, with no other sellers, or the ones there have GSP on them, or they don't ship to Canada.
My favourite ones are when they can't give a suggested price, because there are no others selling the item. They are consistent, it used to be 5 underperforming, after selling the one I raised the price on, it's now down to 4 items.
I used to have a whole pile that had that wonderful "This listing hasn't had any sales in the last 16 months. Please consider revising it." on them, but during one of the selling promotions late last year, I re-listed most of them. Some I did lower, but mostly I raised the price, as everyone else had done the same for their listings.

I see those on items that are lower than the market, higher than the market but the other listings have add on shipping while mine is "free" shipping, and as often as not, on items that have no comparables at all.
I have a book that I have listed at $124.95 with no comparables on eBay or AZ and only one at the same price on a hobby site.
So I raised my price and made it a Promoted Listing.
A plaque on all your houses.
