eBay International Shipping program question

Hi all, looking for some clarity on the EIS program. I have read conflicting information online, as a Canadian eBay seller on eBay.ca, if I opt to enable shipping to some international countries (outside of US) will I have the option to use EIS and ship to the US hub?
If so, which international countries would qualify for this program?

EIS is not available for Items located outside the US or listed on any eBay site other than .com
