There is nothing strange about the way the FVFs are displayed.  The breakdown allows the seller to see precisely where fees are being charged.  In many cases (for example, where free shipping applies), there will be only one FVF -- on the item itself. 

This information can be useful for sellers to analyze where their fees are going and make changes if they want to reduce overall FVFs.

You are charged both the fee on the product and the fee on the shipping. Ebay separates it as sellers who qualify for the top rated discount don't get the discount on the shipping portion
