i have stated to a buyer that "seller cannot send return label" however i can now, but i can't attach the label because i have stated that i could not send label how do i reverse that and where

Try going to eBay Messages and start a new thread, unconnected to the Dispute, but referencing it (transaction/dispute numbers etc.)

Then attach the pdf of the label to the message.

If that doesn't work, ask him for his email address in Messages (you can do that because you are in a transaction) and then attach the pdf to the email.
