Hi @jajha-ha-f22thlcb - a lot of this depends on how you are planning to fulfill, and the length of time that it would take.
For instance, if you are offering handmade items that would would take you a few days to prepare, there shouldn't be an issue with that, just make sure that your handling time reflects the amount of time you would need to get those completed and shipped.
If you are referring to 'dropshipping', where you purchase the item from a supplier after the buyer pays you, it's something that you can do, but only if you have an existing agreement with the third party to fulfill the item within the terms of your listing. And about dropshipping.
Keep in mind that you are trusting your supplier about the quality of the product (which you never see), the accuracy of the description, that the photograph is of the item that will be shipped, the quality of the packaging (which you never see), and the shipping service chosen.
If the product is garbage, you will be blamed by the customer.
If the description is incomplete or inaccurate , you will be blamed by the customer.
If the photos do not show faults , you will be blamed by the customer.
If the packaging is inadequate, you will be blamed by the customer.
If the shipping is slow, you will be blamed by the customer.
If nothing is shipped at all, you will be blamed by the customer.
But dropshipping is allowed on eBay. You will have dozens of competitors for the products you choose to sell.

Many years ago and in another life, different eBay user name...had a small personalized woodworking business... sold said items on eBay and listings were "custom made" and the listings described the items as being custom made items with a specified turnaround time of up to 3 weeks. Worked well. Sales were good ...things were different back then too...(this was about 12-13 years ago.)

And do some buying before you start selling-- not only will it give you an idea of your customers' experience, but it will protect you against scammers who target new sellers.
I would suggest a digital scale and a tape measure- because the hardest part of selling online is shipping.

We'd all like that.
But basically, you set your own price here.
And "off" what?
You can put the Manufacturer's Suggested Retail Price in your Description if you want.
Choose Fixed Price/Immediate Payment Required on the Advanced Sell Your Item Form.
Generally it is not a good ideal to sell in a high value/high fraud category until you have at least 10 FB as a buyer and 10 as a seller (of other things).
FB is a measure of trust.
Honest buyers will not trust you to know what you are doing about describing your item until they can see you have a record of good service.
And scammers will look on you as fresh meat.
And shipping is the hardest part of online selling.
