"Buy it now" is sometimes free , sometimes not...why?

Do you mean to list and relist as a seller?

If you have a store subscription, you get x number per month as part of that. Otherwise, you have a small number to work with around 'free listing' promotions periodically given away by ebay.

Are you speaking about your Insertion Fees for Buy It Now listings?

For a non-store seller:

50 free BIN or auctions per month on (ebay.ca or cafr.ebay.ca) and 50 on ebay.com -- after that there is a fee.

Plus if you are invited to an ebay free listing offer you can have up to the maximum in the offer for free.

A recent one that just ended was: http://community.ebay.ca/t5/Seller-Central/ebay-CA-listing-promo-500-free-auctions-or-fixed-price-Ma...

They have a store. Maybe first-level.

For stores the fees are:
http://pages.ebay.ca/help/sell/storefees.html

BIN on an auction is charged for stores in most categories, whereas it's free for most categories if you are not a store subscriber.

Yes, except when they run the promos where Bin is fee on auctions and then the seller forgets about that until they renew at a high cost. Been there.

ypdc_dennis: I cannot find any specific information about store auctions and the BIN charge for most categories. Do you have a link for this?

http://pages.ebay.ca/help/sell/storefees.html
See the section called "Advanced listing upgrade fees for auction-style listings" to see the fees for adding BIN to a store auction.
