As a brand new seller, am I restricted from selling internationally?

You should be able to sell to the USA, which is international.

It's both a Buyer Protection and a Seller Protection.

Carried out in eBay's usual ham-fisted and paternalistic way with poor explanation.

 

The hardest part of online selling is shipping.

If you have any retail experience, you are probably capable of describing and pricing your items pretty well.

If you are at all computer literate (or even just able to type) you are probably capable of photographing and listing your items.

 

But new sellers can make problems for themselves by not understanding when they must ship, when they must not ship, when they need to track their shipment, and even when they have actually been paid.

The 21 day Paypal Hold on cleared payments to new and occasional sellers is even more confusing.

 

So eBay simplifies the process by making sure you can't sell too many items (which also restricts the scammers who sign up, sell a too good to be true product, and then disappear) That you can't sell very high value items (and newbies are fresh meat for scammers- see also shipping above) And that you are not shipping to countries with terrible postal systems or high rates of fraud (https://www.youtube.com/watch?v=nPUq0zkrono).

 

So. You won't be able to sell items overseas.

You won't be able to list more than a certain number or certain value of items, until you are established.

(For example, you may be allowed to list 100 $5.00 items OR one $500 item at Fixed Price*. But you can list 100 $5.00  Auctions and there is no problem if one (or some or all**) sell for $10  or $100.

 

You can ask for these restrictions to be modified in 30 days.
