Be Alert "Mail Forwarding" Scam from a Buyer

I was scammed by a buyer who used USPS "Mail Forwarding Service" that provides to movers to redirect the parcel to incorrect new address from Atlanta to California. And the parcel was stuck due to insufficient address to gave the buyer time to open a INR case. I contact Canada Post to open a ticket to find the parcel. But ebay refused to extend the time for me to investigate and closed the case, I lost, Buyer got the money. And 2 weeks later, the parcel was corrected and successfully delivered to the buyer. I appealed the case with the proof of delivered parcel. But I lost again because the delivery was made after case closed. I fought and called the customer service to escalate, but got same decision. And I got a big strike "Transaction with defect without seller's resolution" that ebay refused to remove. I reported ebay several times "possible mail scam" since the parcel was redirected to the new address. Nobody cares. My last fight was that I reported the buyer as a scammed. Here I am, write down my story to remind every seller "be alert about a completely new account" and track the parcels. "Buy shipping labels from ebay system, change nothing on addresses and ship out on time" does not protect you from seller's protection plan. Ebay only checks the buyer does not make any change on address from ebay system. They don't care he can forward parcels to somewhere else. Canada Post gives me suggestions when it happens again, try to intercept back to me, the intercept service need pay USD 17 plus shipping. Now I am not qualified to claim insurance and shipping label because the parcel was successfully delivered. I lost all the money and the item, and got a big strike. I am the only victim, even ebay got his fee

Did the item reach the address (or ZIP code) in the transaction details before being redirected? See the section of the Money Back Guarantee entitled “Exclusions and special coverage when the buyer doesn't receive an item”:

I fought and called the customer service to escalate, but got same decision.

The phones are answered by  subcontracted call centre based in Utah. Their employees are poorly trained.

https://community.ebay.com/t5/Selling/How-do-I-contact-Customer-Support/m-p/32016431#M1783851 -> Automated Assistant, type AGENT -> enter. You will then get more options.
Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available.

So sometimes you can request a call back and sometimes you can't.

Sometimes you have the Chat option available and other times it won't me.

If it is important to you to use one of those options, just try back later.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.
