Is kycremedyweb.ebay.com verification in selling section a phishing effort?

I'm worried that I may have been targeted for phishing. I've been asked to update how payments are made in this popup window.

I filled in the information but I was then asked to call a number. Like an absolute dummy, I did and gave them my name, address, and birthdate (all info that's in eBay). After I hung up I got nervous because it all seemed very weird and that pink box was still appearing. So I inspected the element and it says "fake-box" and lists kycremedyweb.ebay.com as the address.

I've changed my passwords and secret questions on ebay, paypal, and my bank account. I also scanned my computer and browser but didn't come up with anything malicious. Did I get phished or is this legit? I've searched forums and some people are suggesting that pink box is for Indian sellers and is accidentally being served to some US sellers. Aa far as I can tell, EBay hasn't weighed in. Can someone verify I didn't just fall to a scammer
