item did not sell and ebay will not permit me to relist

hi, its my first time to use ebay and i listed an item for 700 dollars a week ago and ebay sent me an email saying congratulations your item has sold so i waited for payment but never received payment and never shipped the item. i now have tried to relist the item but ebay has said that since i am a new user i have sold over the limit for this month when in fact they should have proof that i did not sell the item as paypal is also the middle person... so how can i relist the item. thanks, robbin

First I hope you opened an Unpaid Item case to get a refund of the selling fee that ebay charged you for the "sale"

When the case has been successful closed, then you can consider relisting -- but eBay does have selling limits for "new" sellers so you may have to wait until October 1 before you can relist again.
