Do you have a Premium or Basic Store on your selling ID?
You are charged 10% of each sale (including the shipping cost).
Did you sell $700 worth of goods (including shipping) last month?
Paypal bills separately, and instead of monthly charges you when they process your customer's payment.
PP charges 30 cents per transaction plus 2.9% of the total payment (selling price plus shipping).
Are you including those fees in the $70?
If you did not sell anything in September and you do not have a Store with its monthly subscription charge (from $15 to over $300), you should be calling Customer Services to appeal the error.
The bill is sent to you about two weeks ahead of the money being taken from your PP account (or bank or credit card, depending on how you set up your payment schedule).
