I have all ads setup for international shipping but people are still not able to see a shipping qoute to them. How can i fix it?
You need to specify a shipping method that delivers to that country such as Canada post small packet USA to the US or small packet international to other countries. Then you need to specify calculated shipping and enter the package weight and dimensions OR enter a flat rate price for that country/countries.
I see that you do have shipping set up to the US in many of your listings but you might want to use a less expensive service than xpresspost. For example, you're charging $35 shipping to California for a $20 item. If you want tracking, tracked packet USA is the most economical CP service for under 2 kg. Tracked Packet international is also available to some other countries but not all of them.
Do you have a specific amount for shipping to the countries you will ship to noted?
If you use Custom Location in the dropdown, you can choose the countries you are most likely to sell into (Japan, Australia, Europe, UK, France) and mark those as Calculated Shipping.
Those you do NOT choose in Custom Location will not show a price, but instead have the message you reference.
So if you chose UK, Calculated Shipping will give your British Customer a price.
If you do NOT choose Russia, in that specialized spot, a Russian customer will get that message.
If you also Block Russia, a little lower on the form, the Russian customer will not even see your listing.
