EBay does very little scrutiny of listings.
Most of it is done by robots, based on key words. Since Tarot cards are fine, the bot's programming may not be set up to catch tarot readings.
The rest of the reporting is done by members.
Some of this is unhappy buyers opening Disputes. Too many of those start costing eBay money.
And some is members reporting 'illegal' listings. But it would take more than one member, and more than one ISP address, to get eBay to take action, because some people are just in it for the lulz.
