You pay a monthly fee for a store.
For a new seller it is generally not worth it until their selling limits have been lifted.
Some benefits:
* more free listings
* reduced Final-Value-Fees
* you can put your listings on vacation (temporarily stop selling when you are unable to ship)

Not exactly "free" listings.
The only truly "free" listings are the 50 free a non-Store subscriber is allowed.
With a Basic Store subscription of $24.95 and all 250 listings used, each listing costs 10 cents instead of 35c.
If the subscriber only uses 100 of those available listings, each costs 25c, a saving but not free.
