Uh oh. It sounds like there are gremlins loose. Is it 28 copies of the exact same email? Or 28 versions of a slightly different one? Or maybe it's a Missile Alert in Hawaii.

Ended up with 33 identical emails spammed to me in about about an hour.  I'm a tad surprised they haven't issued an apology or even acknowledged it.

If they are even aware of it, I don't think that's the sort of thing that ebay would pro-actively seek users affected to apologize to. It was probably some mad glitch. If you call Customer Service and gripe, however, they'll take a ticket down for tech investigation and maybe try to sweeten you up with some kind of coupon for three cents off a purchase of $100 or more. I'm being facetious but you get the idea. But you might want to call Customer Service anyway so that it doesn't keep happening to you. I'd be annoyed about it too.
