All the feedback I got for the last 12 month was positive (no neutral or negative), why is my rating 97 and not 100%?

ebay calls a 'score' what I call a 'count' but the 'rating' is the percentage grade. A word of caution: to see 97 per cent feedback on a seller on ebay is not an A+ like in grade school, it's actually a fairly terrible score in most cases unless the seller was new and the buyer vindictive. But for mass-market, high-volume sellers, a 97 per cent feedback score is a red flag to proceed with extreme caution.
According to what I see your feedback number = 97(the number in front of the blue star), and your feedback rating = 100% (your rating as calculated over the last 12 months)
