If you sold something "years ago" and shipped it before payment, there is nothing eBay nor Paypal nor your credit card company can do. Claims through eBay have to be within 30 days, and PP only can help for six months.

I believe your address would have to include more than just Newfoundland.  Perhaps a street/city/town.
