If you never received your item then open a "item not received" claim with eBay or PayPal.

You have 30 days from the last estimated delivery date to open a dispute with eBay.

You have 180 days from payment to open a dispute with PayPal.

If the item in question doesn't arrive, open up a claim with either eBay or PayPal. Mention in the claim that the seller is no longer a registered user.

He did not close his account.

EBAY closed his account because he was scamming people.

So that's taken care of.

Let's get your money back.

You do not need human help from eBay -- it's all covered by the Resolution Centre.

Go to the bottom of this page and open the Resolution Centre.

Open an Item Not Received Dispute.

It will suggest (not demand) that you Contact the Seller.

Don't.

Just ask eBay to step in and escalate to aClaim.

State in the Claim that the scammer is Not A Registered Seller.

You will be refunded.

NOW.

Sometimes there is a problem with timing.

BUT

You can go to the Paypal Resolution Centre for 180 days (six months!) from payment.

The PP Resolution Centre is at the top of your PP account page under Tools.

The system is the same.

Ignore the Contact Seller suggestion.

Escalate to a Claim.

State in the Claim that the scammer is Not A Registered Seller.

You will be refunded.

If you back you PP account with a credit card you have a third level of Buyer Protection, but that is probably not necessary here.

for dispute do will they need ID and stuff SIN or Card?

No.

All the identification you ever needed you gave when you opened your eBay account.

The buyers who left negative feedback did not get their money back, because they ignored the Buyer Protection system.

If the first few buyers who were cheated had started Disputes, the scammer would not have had a chance to cheat so many people.

NO NO NO NO NO

The only ones who ever need your SIN are your banker and your employer.

Which is for their interactions on your behalf with Revenue Canada.

While it is not particularly useful to scammers, no one else has any reason to need it.
