A shippment from North Carolina was refused at it's destination in Canada. It was allegedly sent back
The dog's breakfast called Global Shipping required three couriers (Fed Ex, Pitney Bowes and Apple Courier) to look after one item.
My inquiiries into its current whearabouts with all three plus e bay have revealed nothing but how uninformed and apethetic e bay, FedEx, PitneyBowes and Apple are.
Can anyone offer any advice?

When the shipment arrived at the plant in Erlanger, responsibility for delivery was assumed by the GSP. The seller has completed his job and the shipment no longer is his property or responsibility.

If any shipment (GSP or other) is Refused, it is considered by eBay to be Undeliverable.
The buyer was required to give a useable delivery address, and if he didn't do that, he broke the contract and is not owed anything.
Not the shipment. Not a refund.
Undeliverable purchases are not eligible for refunds under the Money Back Guarantee.
It is my understanding that some Undeliverable shipments are destroyed (guitars using rare woods were the poster boys for that) and others are sold off to liquidators.
If someone at your address refused the shipment without your knowledge, you need to have a chat with that person, since they are responsible for your loss, not the shipper who tried to make the delivery.

Was it actually refused, or is this just what the tracking information states? More on that in a bit.

The Global Shipping Program isn't a "dog's breakfast"; it's a forwarding service. Multiple carriers are to be expected. Sounds like your seller shipped the item to the Global Shipping Center in Kentucky via FedEx. It was forwarded to Canada by a freight forwarder such as Canpar or Purolator and handed off to Apple Express at some point in Canada.
I don't think it's so much a matter of FedEx and Pitney Bowes being apathetic as it is a matter of them just not being in the loop. Why would FedEx know anything about this package's whereabouts if they were only tasked to move the item from the seller to Kentucky before the Global Shipping Program actually got hold of it?
The Global Shipping Program contracts out a number of carriers. Apple Express appears to be a recent add to the mix and it's not getting a very good reputation on these discussion boards. I get the impression (rightly or wrongly) that the delivery operators are paid on a "per piece" basis which doesn't give them much incentive to try to get items to their intended recipients if the recipient isn't home to receive the item. This makes me wonder about the item being "refused," if you catch my drift.
I'll be able to provide more in the way of advice once I get a fuller version of the story behind this item's delivery or lack thereof.
