There isn't one.
We share with the dotCOM centre.
The daytime clerks are in Utah and the night clerks are in the Phillippines.
Make sure the clerk understands that Canada is not part of the USA. Don't be afraid to ask for a supervisor.
Be polite.

Go the Contact section and step through the decision tree to find something close to your issue to get a number to call (warning: some numbers are not open 24/7). And do mention which eBay marketplace you are coming from or your customer rep may give a reply that does not apply to Canada.
For more general, less time critical issues there is also the weekly chat session (with ebay.CA staff).

The toll-free number generated depends on the problem you need solved. You have to go through Help & Contact and try to narrow it down until you get close to something that describes your problem without being led in a loop. It might be simpler to pose your problem here and allow other users to troubleshoot for you.
