Up to 60 days from date of purchase. Select from the "More Actions" menu next to your purchase.
After 60 days, only if the seller has already left you feedback -- then you can post a reply to that.

At the top right hand side of this page under My EBay choose Purchase History.
Your item will show there.
Click on Leave Feedback on the right side of the page.
Ignore the On Time question. This is not something the seller can control.
A neutral feedback does your seller no good at all.
The only Star rating that helps your seller is Five Stars.
Then Click on Leave Feedback and enter your compliment.

eBay only allowed you to make good comments about the sellers, if you have a bad experience with one of them, they will delete the comment as their own discretion. In reality you cannot express your opinion freely in this forum. It's a JOKE.

None of the above remarks is true.
eBay only allowed you to make good comments about the sellers,
In fact, buyers can leave positive, neutral or negative feedback about the transaction. Not about the seller, the transaction.
they will delete the comment as their own discretion
Feedback cannot make rude or vulgar comments, including swearing by acronym.
Sellers can ask to have unwarranted feedback removed.
Some Powersellers have a delay of up to seven days on feedback.
EBay does not use feedback to evaluate sellers or buyers. That is the purpose of the Resolution Centre at the bottom of this page.
